The Johnson County Commissioners Court unanimously approved a second amendment to the subrecipient agreement with the City of Rio Vista for its wastewater treatment plant expansion and authorized the auditor to process payments not to exceed $1,926,787.30 from ARPA funds for eligible equipment purchases.
The amendment reallocated several hundred thousand dollars from an equipment line to professional services but did not change the total award amount; the payment authorization permits the county to prepay Rio Vista invoices as they arrive rather than reimburse the city after the fact. The county judge and commissioners described the move as necessary to prevent the city from carrying large unpaid invoices while federal grant processes and reimbursements were completed. "They are hitting their milestones exactly where they need to to move forward with the project," the county judge said, praising local advocacy to keep the award in place.
Auditor staff explained the technical change had been in development for months and that the rebalancing will allow the project to proceed without forcing Rio Vista to float nearly $1.9 million in invoices. The court authorized the payment processing and the amendment, and directed the auditor's office to begin disbursing funds consistent with required supporting documentation.
