Council authorized staff to pursue a construction-manager-at-risk (CMAR) procurement and to begin negotiations with Construction Masters of Houston to develop a guaranteed-maximum price for the recreation-center locker-room remodel. Staff recommended the CMAR approach because the building is in public use and the committee favored a firm with prior municipal experience on similar, occupied facilities.
Members debated process and cost: the initial CMAR fee estimate presented for negotiation was $172,450 but council members questioned whether a lower-fee firm with a shorter timeline would be preferable. The mayor summarized the authorization as approval for staff to negotiate rather than acceptance of a final construction price: "All we're saying is, okay, go ahead and go talk to construction masters," he said. The motion to authorize negotiation passed on a 4–2 voice vote.
Staff said the next step is to negotiate a guaranteed maximum price; if the total exceeds the city’s budgeted amount staff will return to council with options to reduce scope or pursue an open bid.
