Council weighs $550,000 park-restroom rebuilds, $100k park repairs and recreation-center upgrades

Council discussed a set of park and recreation capital requests drawn from the 0.5¢ fund and general CIP. Robin (museum/parks staff) said parks and restrooms have recurring maintenance and vandalism issues and that some restroom locations suffer flooding and drainage problems that drive up rebuild costs.
"The bathroom themselves aren't the expense. It's a lot of the other stuff that you bring in," Robin said, explaining that site pads, utility runs and elevation changes to avoid flooding increase the price of replacement restrooms. Staff also described a $100,000 recurring park-and-facility repair budget and $240,000 in park projects to update signs, shelters and tree replacement.
For recreation facilities, staff proposed $250,000 to refresh gym goals, wall padding and flooring; the Civic Center also has a $190,000 LED conversion/assessment request. Council asked staff for refurbishment options and lifecycle cost comparisons before committing to full replacement at the requested price points.
