Staff and commissioners described the work as a first step in designing a campus rather than a single building: the consultant will assess how many developable lots a roadway and retention system would support, identify constraints (utilities, power line corridors, retention/ponding areas) and recommend a phased footprint that preserves future flexibility. The court also authorized Development Services to file paperwork with the City of Fort Worth seeking removal of the newly purchased parcel from that city's extraterritorial jurisdiction (ETJ) and authorized payment of related application fees from project funds.
Judge Brock said the assessment will help avoid design choices that preclude future uses; Commissioner White moved the authorization and the motion passed unanimously.
