Council members debated whether the protocols permit multiple names to be presented; staff and the city attorney clarified that the nominating committee typically presents a single nominee per vacancy and that the full council conducts the final appointment vote. After a motion to appoint Furey was made and seconded, the roll call showed five votes in favor and two opposed, and the motion passed.

Council chairing the meeting said the city would review nominating protocols and return clarifying language to prevent similar disputes in the future.
