The Hutto Economic Development Corporation conditionally approved the construction contract for the County Road 137/FM 1660 project and authorized a corresponding funding agreement with the City of Hutto after executive-session review.
Staff initially presented the pending contract during the public meeting but several board members noted they could not access the full documents in Teams and moved the matter to executive session for legal and procurement review. After returning to open session and correcting the contractor name in the record (Capital Excavation Company), the board conditionally approved the contract and voted to approve the funding agreement with the city; both actions passed 5–0. The approvals are contingent on the finalized funding agreement and related paperwork being executed.
Earlier in the meeting staff described an $11,200,000 budget amendment tied to this project (approved under agenda item 6.2), and the board directed staff to continue coordinating with city council and to present the executed funding agreement for the record. A staff representative noted certain contract files are confidential until fully executed but said the procurement followed the city’s best-value process and that the contract had been opened and negotiated prior to assignment to EDC.
