"If that's the case, then I'm not gonna be signing this CO until we know for sure whether or not we actually need to spend the 13,000," the city manager said.
Several council members criticized mid‑project changes to the skate‑park siting and called for better process controls, noting the city previously moved the skate park location to address flooding concerns and that moving features after bids can generate additional costs and delay work. The resolution to approve the change order passed unanimously 7–0; council directed staff to continue efforts to minimize net costs and to keep the council informed.
