Public Works Director Robert Salcedo described the project as the fourth installment of West Pipeline improvements, covering reconstruction of paving, water, sewer, drainage and a bridge. Salcedo said right‑of‑way and utility relocations (Atmos and AT&T) tied to previous phases are complete, which should speed construction. "We're going to be reconstructing everything from paving, water, sewer, drainage, and a bridge," Salcedo said. Council moved and approved the contract by voice vote.
