Applicant: topography, wetlands and boulders complicate Park Place 2 stormwater plans

Icon Construction's representative, Harlan Morrow, told the commission that steep topography, an identified wetland/spring and widespread boulders constrain where stormwater ponds can be placed on the Park Place 2 site and complicate design options.
"There's a wetland there that we can't fill because it's a spring and it's the headland of another creek," Morrow said, explaining why a previously considered pond location is no longer feasible. He said the team is examining removing some lots at the bottom of the site or building a second pond in an alternate location, and that a tiered pond concept was found to be geotechnically difficult given the site conditions.
Morrow also said the project team is incorporating comments from the Natural Resources Committee on planting diversity and retaining snags and that revised materials will be submitted for consultant review before the Sept. 14 hearing. Commissioners asked several technical questions about alternatives; the applicant indicated they will present revised plans when available.
