Palm Valley Animal Society leaders told Hidalgo County Commissioners that a planned consolidation and campus expansion will increase spay/neuter capacity and shelter services across the Rio Grande Valley, and the commissioners approved a memorandum of understanding to provide funding support.
Keeley Lewis, an advisory-board member, said the shelter has performed 575 public spays/neuters this fiscal cycle, secured a Texas DHS spay/neuter grant, hired a full-time veterinarian and was selected as a regional training hub for a national high-volume spay/neuter initiative supported by a $384,000 Maddie's Fund grant. "This will increase surgery capacity in the Valley and reduce shelter intake through upstream prevention," Lewis said. Saul Sanchez, speaking for CARES, urged county funding to support shelter consolidation and operations.
The court approved a memorandum of understanding authorizing funding and the county judge to execute required documents for the PIVUS campus consolidation project. County staff and Palm Valley representatives said construction is expected to begin in May with a target operational consolidation by May 2027; the MOU and county support aim to ensure the project can access matching resources and training benefits noted in the presentation.
The approval was made by motion and voice vote; specifics of the county funding amount and schedule were not fully enumerated during the floor remarks and will be processed through the county's normal auditing and check-issuance procedures.
