Glenn Heights authorizes $125,000 for animal shelter sprucing while design advances for new facility

City staff presented preliminary feasibility work and site considerations for a new animal shelter following a design team's assessment. City Manager Clifford Blackwell and Chief Glenell Horne reviewed service assumptions—an estimated city population of roughly 28,000 over the next 10 years, an intake rate of about 12 dogs per 1,000 people annually, and an average animal length of stay of about 20 days—as well as recommended service models (no-kill facility with targeted quarantine, vaccination, microchipping and fostering/adoption emphasis).
Design team estimates provided a target building footprint near 5,500 square feet with an estimated construction range of $2.9 million to $3.0 million (cost per square foot estimated $525–$550). Council discussed temporary options, whether to retrofit Old City Hall or another makeshift site, and staffing considerations. After asking for a side-by-side cost comparison of renovating the current facility versus creating a temporary facility, the council voted 6-0 to authorize the city manager to use up to $125,000 of the already allocated $2.75 million to make improvements to the existing shelter while design and site-selection work continues.
