Council takes first reading of fee-in-lieu ordinance for 'Project Green and Red'

Barnwell County Council on Jan. 13 took the first reading, by title only, of an ordinance authorizing a fee-in-lieu of ad valorem taxes and related incentives for a development identified in the ordinance as Project Green and Red. Chairman Freddie L. Houston Sr. read the ordinance title and emphasized that the presentation was a first reading and required no action at this meeting.
The ordinance as described at the meeting would allow Barnwell County to enter an incentive agreement to provide fee-in-lieu payments, approve adding property to an existing multicounty park involving Allendale, Bamberg and Hampton counties, and authorize certain infrastructure credits. The council did not vote on the ordinance; Chairman Houston said no action was required at the first reading. The county indicated additional hearings or readings will follow the statutory process before any incentives are approved.
