The Vernon County Board adopted Ordinance 2025-04, amending Chapter 22, Article II (Spills and Releases) to clarify terms, add response fees, and update language around containment, cleanup and reimbursement. Emergency Management Director Brandon Larson presented the amendment, described as mainly housekeeping with the addition of response fees for agencies responding to substance releases.
The ordinance sets out responsibilities for persons who own or control substances released into the ecosystem, requires immediate containment and cleanup upon direction of the incident commander, and specifies that responding agencies may seek reimbursement for response fees, man hours and equipment expenses. It also clarifies site access for officials and grants certain enforcement authorities to emergency management directors, sheriffs’ deputies, and local law enforcement and fire officials.
