Vernon County seeks flood-resilience grant and partners with UW–Madison on conservation projects

The Vernon County Board adopted Resolution 2025-62 to apply for the Wisconsin Emergency Management 2026 Pre-Disaster Flood Resilience Grant. Community Development Director Amy Oliver said the county seeks up to $100,000 to assess roughly 20–30 former residential properties acquired after flood events, fund H&H studies and develop an Open Space Management Plan; the grant requires a 25 percent local match (up to $25,000), which the county would satisfy with Land & Water personnel time and Ho-Chunk funds. The resolution notes the program is reimbursement-based and that the county would be responsible for upfront costs.
County Conservationist David Hettenbach presented two related UniverCity Alliance project proposals with UW–Madison (Resolutions 2025-63 and 2025-64) focused on outreach, policy incentives for conservation practices, and a county tool to identify suitable on-road structures for mitigation. The UniverCity projects allocate up to $5,000 per project (non-lapsing funds) and will be reported back to relevant committees upon completion.
