Opterra Energy Services outlines performance contracting option for county infrastructure upgrades

Katy Glynn of Opterra Energy Services gave a PowerPoint to the Vernon County Board explaining how performance contracting works and how local governments can use anticipated energy and operational savings to pay for and accelerate infrastructure modernization. Glynn said Opterra has worked with local governments for about 50 years and that, if contracted, the company presents an opportunity-assessment report at no cost.
She referenced Wis. Stat. 66.0133 as the guidance that allows local government units to enter contracts to reduce energy and operating costs, conserve water resources, ensure building-code compliance and protect property, and said a qualified provider must produce recommendations prior to a performance contract. "If contracted, the findings report on opportunity assessments are presented at no cost," Glynn told the board.
Supervisors were told the approach could be incorporated into the county's long-range planning process. The presentation was informational; no contract or procurement decision was made at the meeting.
