Vernon County urges state to offset SNAP administrative funding cuts

The Vernon County Board adopted Resolution 2025-65 urging the State of Wisconsin to provide funding to offset county fiscal impacts from changes to the federal SNAP (FoodShare) program included in the July 2025 federal budget reconciliation package. Human Services Director Jill Bender presented the resolution, which outlines potential increases in county workloads and a reduction in federal administrative match rates.
The resolution notes that the federal changes could raise the state’s share of benefit costs should the state error rate reach 6 percent (estimating a possible $69 million annual state cost share if that threshold is met) and states that the SNAP administrative match for Income Maintenance activities has been reduced from 50/50 to 25/75 (federal/state-local). The text in the resolution estimates an approximate $17 million annual loss in SNAP administrative funding to counties. The Board directed that copies of the resolution be sent to the Governor, state legislators with Vernon County constituencies, the Wisconsin Counties Association, and the Wisconsin County Human Service Association.
