Council debates strict limits for data centers, hears developer say proposed facility will use zero water; ordinance tabled to April 21

City staff presented a draft ordinance to regulate data-center use in Forney, proposing to permit the use only in the Light Industrial zoning district with a conditional use permit, a 1,000-foot buffer from residential property and fully enclosed equipment. "On March 17 the city council directed staff to draft an ordinance with strict regulations of the data center use," said Mr. Morgan, who walked through the proposed limits and the rationale for the standards.
Representatives from developer Satoki answered questions during citizen comment and technical Q&A. Satoki's COO, Shai Glowers, told the council the company plans a liquid-cooled data center and said, "the cooling of our data center that we're planning on building here in Forney will actually use 0 water in our cooling." Council members pressed on available light-industrial land, potential water-rate approaches, and whether previously-approved planned developments would remain exempt. After further questions and a request for more information, Councilmember Traylor moved to table the item to the April 21 meeting; the motion passed.
