County staff explained the annual tax-rate certification and why rates changed this year: declines in centrally assessed values (reported as roughly $48,000,000) required modest rate adjustments so taxing entities could maintain expected revenue. Staff presented three county rates: the general fund rate was read as 0.002667 (up from 0.002556 the prior year); the assessing and collecting levy rate was 0.000422 (up from 0.000407); and the municipal service fund tax rate was presented as 0.002180 with a reported collection target of $2,635,227.
A commissioner emphasized that this process is not a truth-in-taxation tax increase and that public hearings would be required for any levy increase that triggers truth-in-taxation. "And I just wanna add too ... this is not a tax increase. In order to do that, like commissioner Jensen said, you have to have truth in taxation," a commissioner said during discussion. After clarifying the three rates, the commission moved and approved the certified tax rates.
