He said an intersection control evaluation (ICE) completed in March 2025 recommended a restricted crossing U‑turn (RCUT), public feedback produced 58 comments grouped into six themes, and the design team revised the plan to "signalized high‑T intersections with the u‑turn movements" to address safety and weaving concerns. "We received 58 comments," Hatfield said, summarizing community input.
Hatfield explained the change preserves U‑turns while removing the unsafe weave that developed when drivers attempted to make left movements from Spring Glen toward Price. He cited peak left‑turn demand of about "80 at the high peak and 80 in the evening peak" for certain movements and said UDOT will publish the environmental document containing every comment and the agency's responses. Commissioners expressed support for improving safety, with one noting prior fatalities and near misses at the intersection.
