City reports first reading passage of e-bike ordinance that bans vehicles on sidewalks

A City representative told the council that the city passed the first reading of an e-bike ordinance that aims to define reckless use and distinguish pedal-assist e-bikes from dirt-bike–type eMotos.
"We passed the 1st reading of an e bike ordinance... None of these vehicles are allowed on sidewalks," the city representative said, adding that the second and third readings would follow and that a 60-day education period will target local schools and parents prior to full enforcement.
The representative said the ordinance carves out Daniel Island for a broader ban on sidewalks and multiuse paths but allows pedal-assist bikes on greenways and pedestrian bridges where appropriate. Council members asked questions about educational outreach and enforcement plans during the transition period.
The City representative said the ordinance will return for additional readings and that staff will coordinate an education campaign with local schools.
