County task force says drainage team has helped hundreds; Fleming Road still faces legal and topographic hurdles

County representative Philip Sexton updated the council on the drainage task force and the backlog of constituent cases tied to flooding. He said the task force has engaged 585 constituents countywide, with 214 of those on James Island, and described the status breakdown of those cases.
"Pulling the numbers, last night, we would, we've spoken to and and then has helped and attempted to help 585 constituents throughout the county... Right now, there have been 214 of those 585 here on James Island... We've, attempted to assist or assisted a 119. We have 91 in progress right now," Sexton said, summarizing intake and assistance figures.
On Fleming Road, Sexton described several complicating factors: the drainage network was installed decades ago with easements that were never taken into public ownership; ditches have filled in from deferred maintenance; and 2,000 feet of the corridor has less than one foot of fall, limiting gravity-driven solutions. He said these legal-right and access constraints mean some remedies require interjurisdictional negotiation and funding rather than straightforward maintenance.
Sexton encouraged residents and council members to use the task-force intake form and noted the group aims to rotate meetings across the county to improve engagement and coordination.
