Glenn Heights council approves PACE program, next steps set for public hearing

The Glenn Heights City Council voted unanimously to establish a city PACE (Property Assessed Clean Energy) program after a presentation from City Manager Cliff Blackwell and a representative of the Texas PACE authority.
Blackwell told the council the program is authorized by Texas Local Government Code chapter 399 and "costs the city no, no public funds." He said the council had already posted the statutory report and a resolution of intent on the city's website as required by state law. Kyra Dye, representing the PACE authority, described the packet's four exhibits and said the authority had existing contracts that cover parts of Dallas County but that the authority's materials had been adapted to include all of Glenn Heights. "We call it pace in a box," Dye said, describing the turnkey template offered to cities.
Council members questioned boundaries and the program's protections for businesses if assessments are not paid; staff and the authority said foreclosure and liability language are handled on a project-by-project basis and can be clarified in the contract language. After discussion, the council approved resolution R-23-26, establishing the Glenn Heights PACE program and directing staff to schedule the required public hearing and subsequent actions to adopt the program and a professional services agreement with the authority.
Next steps: staff will publish and post any revised language, schedule the public hearing and return with the PSA for council action.
