Council approves ShotSpotter extension using forfeiture funds to bridge grant timing

Assistant Chief presented data and recommended council authorize an amendment to the ShotSpotter agreement to extend subscription services for a prorated term (04/20/2026 through 09/30/2026) in the amount of $44,482, to be funded with federal forfeiture funds.
Staff provided three years of operational statistics: ShotSpotter detected 353 separate incidents; 82 of those led to evidence or enforcement actions (cartridge casings collected, victims located, citations, seizures or arrests), yielding a 23.2% activity rate for detections; staff said 85% of detections lacked a corresponding 911 call. Over the three-year period staff reported collecting 423 fired cartridge casings, seizing 22 firearms and making 22 arrests.
Council approved the amendment unanimously. Staff said the funding bridge would sustain detection coverage until a state grant (applied for earlier in the year) would take effect in the following fiscal year; longer-term funding for the program is intended to be considered for the city budget.
