Schaeffer also clarified that two other budget amendment requests, numbered #22 and #25, "can be made by journal entries," meaning those adjustments can be processed administratively rather than routed through a separate formal motion. The committee did not record a roll-call vote in the minutes; the minutes state the motion passed by consensus.
