Summary
Business manager Brett Burda told the board the district’s preliminary capital outlay shows roughly 7% more capital revenue driven by staged levy increases and proposed projects including a $700,000 Piedmont Valley roof and a $225,000–$330,000 playground upgrade at Sturgis Elementary.

Business manager Brett Burda presented the district’s preliminary fiscal‑year 2027 capital outlay and told the board the revenue picture is driven primarily by local property tax changes and carryover fund balances. He said the revenue scenario shows “about 7% more capital and revenue next year,” and explained most of that increase would come from incremental levy increases scheduled over several years.
Burda detailed major proposed projects in the capital plan: a roughly $700,000 roof replacement at Piedmont Valley Elementary and multi‑year playground enhancements across the district, with Sturgis Elementary shown in the detailed budget as a $225,000 to $330,000 option depending on surfacing material (engineered wood fiber versus turf or poured‑in‑place rubber). He also described budgeting a $450,000 transfer from capital reserves to the general fund to help the district manage immediate general‑fund pressures and explained that some revenue lines (E‑Rate discounts and federal interest credits tied to prior bond series) are factored into next year’s totals.
Board members asked about timing and alternatives for the playground materials and about the levy path; Burda said the finance committee and administration will return with more detailed bids and recommendations in January and February. The board did not take a final vote on the preliminary plan; administration requested time to vet specifics and to present recommended projects for bidding.
