Board approves multiple appointments, staff pay actions and HR policy changes

The board approved several appointments to county boards and authorities, including Gregory Schoess to the Mountrail County Housing Authority (5-year term); Joan Hollekim and Kathy Skarda to the Mountrail McKenzie County Human Service Zone (3-year terms); and Jason Rice, Wayne Olson and Thomas Nash to the Job Development Authority (3-year terms). Other appointments include Charlie Sorenson and Joan Hollekim to Planning & Zoning and members to the Soils and Weed boards.
Personnel motions recorded in the minutes include approval of Heidi Mulholland as an Eligibility Worker I with Mountrail McKenzie Human Service Zone at $26/hour ($54,080/year), a salary increase for Jana Elberg to $25.24/hour, approval of a stipend payment of $20,001 to Lynnette Vachal (County Extension) under NDSU agreement, and a bonus to Auditor Stephanie A. Pappa of $263.25 for management of ARPA funds. HRAC recommendations led to approval of an amended Employee Handbook Policy #303 (Annual Leave) effective Jan. 1, 2025; the board also approved a 24-hour shared leave request for Kenneth Trail and voted to abolish Policy #308 (Shared Leave), returning donated hours to current donors who had not used the bank.
