Mountrail County commissioners adopt resolution to abolish Weather Modification Authority

The Mountrail County Board of Commissioners on Dec. 3 adopted a resolution abolishing the Mountrail County Weather Modification Authority effective Dec. 31, 2024, following a Nov. 5 countywide election that produced 2,574 “yes” votes and 1,299 “no” votes. The board recorded the election canvass and tied the effective date to the statutory process in the North Dakota Century Code.
The resolution cites N.D.C.C. §61-04.1-30 and related sections and instructs that “all unexpended funds remaining in the name of the weather modification authority, after all proper bills and expenses have been paid, shall be deposited in the general fund of Mountrail County.” The resolution was moved by Commissioner John DeGroot, seconded by Commissioner Jason Rice, and adopted by roll call with Commissioners Ruland, Rice, Olson, Hollekim and DeGroot voting yes. No public hearing or amendment was recorded in the minutes; the resolution records the canvassed vote totals from the November election and sets Dec. 31, 2024 as the abolishment date, after which the county will manage remaining funds.
