Contractor says Blue Springs Road Phase 1 should reach substantial completion by Aug. 11; county readies surety options if not met

Chris Kirkland of L&K Contractors updated commissioners on the Blue Springs Road Phase 1 Sewell project and listed key schedule milestones: line‑in service targeted by Aug. 11 and final paving targeted by Oct. 30. Kirkland said the contractor is working to meet those dates and would provide additional detail if requested.
County administration told the board the Aug. 11 date will be used as an operative date for determining substantial completion. The county indicated that if substantial completion is not reached by then, staff will contact the project surety and explore remedies under the contractor’s performance bond. The county also said it will require the contractor to provide daily updates and attend future commission meetings to keep the public informed.
Commissioners questioned whether the repaving would cover the entire phase and suggested possibly overlaying slightly beyond existing project limits to avoid a transition edge where projects meet. The contractor said repaving of the entire phase is the intention and that they would consider extending overlay to address transition issues.
"August 11 is going to be that date where if we are not at substantial completion by that date, we will be looking to contact the surety," the county representative said when explaining the administration’s plan to enforce performance milestones.
The board did not take a formal vote but instructed staff to continue monitoring progress and to bring the contractor back to meetings for updates.
