Roscommon County adopts new board rules, moves regular meetings to 9 a.m.

The Roscommon County Board of Commissioners on Jan. 28 adopted revised board rules that move the start time for Regular Meetings to 9:00 a.m. and set Work Sessions for 10:00 a.m., beginning with the Feb. 11, 2026 meeting. The motion to adopt the 2026 rules was moved by Commissioner Marc J. Milburn and seconded by Commissioner Kim Morley; the measure passed on a unanimous roll-call vote of the four commissioners present.

Commissioner Marc J. Milburn, who made the motion, said the amendments include a "change of start time for Regular Meetings to 9:00am with Work Sessions at 10:00am." The rules change had been added to Unfinished Business for discussion earlier in the meeting, when commissioners debated whether to add a provision (Rule 5.7) requiring presentations from groups that receive county funds and whether those presentations should be in person or written.

Board Chair Darlene Sensor presided during the adoption and joined the unanimous vote. The rule package also formalizes committee organization and appointments presented by the chair and establishes timing and start rules for several standing meetings. The board provided no recorded dissent and the clerk recorded the adoption as carried on roll call.

The board's amendment is administrative and changes the meeting schedule and reporting expectations; no new budget allocations or programmatic funding were approved as part of this rule adoption. The new meeting times take effect with the Feb. 11 regular meeting, per the motion recorded in the minutes.
