Commission approves Bear River behavioral‑health integration plan with county cost share

Jordan Mathis, director of the Bear River Health Department, told the commission the plan would combine mental‑health and substance‑use services under a single contracting and oversight model and create a single point of entry for residents seeking care. “Our behavioral health system is what I call baronacorn,” Mathis said, describing the county’s current fragmented structure and the proposed change to a capitated model that would put oversight with Bear River Mental Health.

Mathis said approximately 20 employees currently with the health department would move into the broader provider network and that Box Elder County’s portion of the administrative gap beginning in 2027 would be $74,500, calculated by population share. He argued the integrated model could reduce billing duplication and improve continuity of care for people with co‑occurring substance‑use and mental‑health conditions. Commissioners asked staff and the county attorney to review interlocal agreement language before finalizing contracts; the commission then voted to approve the integration plan as presented.

The plan’s proponents said the capitated model could stabilize Medicaid match requirements over time. Mathis cautioned that while the initial cost could be noticeable, some savings might appear later in reduced match growth. The board directed staff to return with interlocal language reflecting the changes and implementation details.
