Residents press council on downtown growth, affordable housing and local hiring

During the public comment period, neighborhood leaders and union representatives urged the council to use the DOZ review to secure stronger local benefits from redevelopment. John Delfs, speaking for the Residence Park Neighborhood Association, praised downtown transformation while urging more green space and human‑scale street improvements: "We need desperately to invest in green outdoor space, parks, pocket plazas, tree lined walkways," he said. Several speakers said recent approvals (notably a large tower project) show the need for a pause and a stronger focus on affordable housing and local hiring.

Labor presenters and union members said contractors on recent downtown projects employed very few New Rochelle residents and urged mandatory apprenticeship and local‑hire requirements tied to redevelopment approvals. A representative from a New Rochelle alliance noted developer compliance in prior projects was less than the city's 20% resident‑workforce goal, and urged amendments to procurement and redevelopment plans to require stronger workforce participation. Other commenters raised quality‑of‑life concerns including snow removal, safety on Main Street and preservation of historic sites; council members and staff noted the comments will be part of the DOZ record and responded that the final GEIS will include formal responses.
