Board authorizes MERS forms to transfer central dispatch employees into hybrid retirement plan

Noel Martin explained the paperwork: one form freezes participants' DC-only plan balances, a second amends the hybrid plan to include central dispatch employees, and a third updates the DC agreement to exclude 9-1-1 employees so the transfer can be finalized. "MERS is going to be blacked out from any changes from February 23 through March 23 as they switch to a new third-party administrator," Martin told the board, urging expedited authorization.
The board approved three motions authorizing Chairperson Darlene Sensor to sign the MERS addendum and adoption forms related to plan closures, freezes, and the transfer effective Jan. 1, 2026; each motion carried by roll call. A public commenter later thanked the board for the action and said central dispatch employees would appreciate being able to view their contribution history in the new account.
No personnel-level details or individual contribution amounts were discussed in the meeting; staff noted the documents were largely procedural and can be provided for board review before signature.
