The Franklin County Council met on July 28 and approved routine minutes and multiple budget actions. The council adopted Resolution 2026-13 to appropriate $24,720 for capital outlay and $43,927 for tower maintenance supplies; it also approved a transfer of $1,000 for general maintenance equipment repairs and a $5,001.20 refinance/administration fee. "Do we have a motion to accept?" the chair asked before the body approved the appropriation and subsequent transfers by voice vote.
Council members approved using the current bond to buy a replacement dump truck for $120,000 after a department head explained a truck was destroyed by fire and a used replacement was immediately available. The council also voted to advertise $160,000 for fire-department allocations (an advertised $20,000 per department for eight departments) to allow flexibility at budget hearings. Separately, the council approved moving $3,000 from a full-time salary line to a part-time line for small-animal control and raised the part-time pay from $13 to $15 per hour to cover staffing gaps. A motion to cap the county's next-year health-insurance appropriation at $1,850,000 was moved and seconded but failed to carry.
