Roscommon County authorizes MERS forms to move Central Dispatch staff into Hybrid retirement plan
Summary
To align Central Dispatch with a newly approved union agreement, the Board authorized the chair to sign three MERS forms and approved moving Central Dispatch employees into a MERS Hybrid plan effective Jan. 1, 2026; the Board approved signatures due to a MERS system blackout from Feb. 23–Mar. 23, 2026 that would prevent changes.
At the Feb. 11 meeting HR Specialist Noelle Martin told commissioners that, following approval of a Central Dispatch union agreement, Central Dispatch employees must be moved into a MERS Hybrid retirement plan. She asked the Board to sign three documents immediately because MERS will be in a blackout period from Feb. 23 through Mar. 23, 2026 that will restrict system changes.
The Board unanimously authorized Chairperson Darlene Sensor to sign: (1) the MERS Addendum for Plan Closures, Freezes and Conversions; (2) the MERS Hybrid Plan Adoption Agreement; and (3) the MERS Defined Contribution Adoption Agreement. On roll call the ayes were Wolfsen, Milburn and Sensor and the motions carried. No additional funding or implementation dates beyond an effective date of Jan. 1, 2026 (as reflected in the agreement text referenced by staff) were discussed at the meeting.
