Council approves $305,942 contract for 2026 residential concrete program

Wheat Ridge City Council voted unanimously on July 27 to award a contract for the 2026 residential concrete program to LG Contractors for a total authorized amount of $305,942.18 (base bid $278,129.25 plus a contingency of $27,812.93). Councilor Patrick Quinn introduced the motion and staff recommended approval after supplying scope and funding details.
Public Works Director Kisleman described the project as the annual maintenance program for Zone 3 with a focus on trip-hazard repairs, five ADA ramps (including one on Kipling), and six neighborhood speed humps. "There are 4 ADA ramps plus the 1 on Kipling. So there's 5 total. There'll be 6 speed humps as part of the neighborhood traffic management program," Kisleman said. He confirmed the funds for the contract are from the city's 2J funds, and that neighborhood traffic-management elements have separate CIP line items attributed to the capital projects fund. Kisleman said staff expects a two-year workmanship warranty enforced under the city’s right-of-way permit and that city inspections will occur during and after the work.
Councilor Quinn raised concerns about use of 1099 subcontract labor and long-term quality (color matching and early spalling observed on past work), urging future bid specifications that limit reliance on nonemployee labor and ensure clearer standards. The motion was seconded and the clerk recorded "8 ayes, no nays."
