Policy coordinator Stella Ng introduced policy resolution SUB-2026-01 to expand enrollment opportunities for elected school board members in the School Employees Benefits program. "The purpose of introduce this policy resolution is to address school board members' eligibility," Stella said, explaining the board is recommending two additional enrollment periods: the annual open enrollment and a special enrollment event consistent with HIPAA-defined qualifying events.
Staff said the change responds to a school board member inquiry and is intended to align school board enrollment options with other self-pay subscribers; staff recommended an effective date of May 14 if the board approves and invited public feedback to HCA by April 20. The resolution will return for board action at the May meeting.
