Roscommon commissioners told EDC will disband; board weighs reusing remaining ARPA and loan funds

The board of commissioners heard that the county's Economic Development Corporation plans to disband as of “01/31/2026,” the chair said.
Controller Jody told commissioners the EDC's two county‑allocated accounts include an ARPA‑origin special project fund with about $62,004.98 and a revolving loan fund of roughly $27,149.28 — a combined balance the controller said was approximately $89,006.47 as of Jan. 1. Jody noted earmarked obligations remain, including a waterway trails project and a “Big Fun Fish” project and the existing senior‑scholarship payments that will be completed this month.
Commissioners debated whether to leave funds in place to allow the EDC members to reorganize, to solicit proposals for an outside organization to carry forward economic‑development duties, or to reinvest dollars directly into discrete projects that would help seed a new nonprofit. One commissioner recommended asking a volunteer group forming as a 501(c)(3) to present a plan and timeline so the board could determine how county funds might be used to support specific projects rather than ongoing administrative costs.
The board directed staff to invite interested former EDC members to present ideas at the next meeting and to prepare guidance (criteria and constraints) for how the county would consider supporting a reorganized nonprofit or projects drawn from the special project and revolving loan funds.
