Commissioners Josh Edens, Freddie Malone, David Stout, David Tomita and Jodi Jones were recorded absent.
Earlier in the meeting, Commissioner Jim Wheeler moved and Commissioner Lewis Wexler seconded a motion to suspend the rules to consider the resolution; that procedural motion passed on an all-yes voice vote. The commission then approved the agenda as amended on a separate motion by Wheeler, seconded by Wexler.
