City engineer outlines dozens of road, water and park projects in CIP overview

City engineer Taggart Bowen gave a visual tour of Orem’s capital improvement program, showing projects grouped as under construction, completed this year, in bidding, and in design. Bowen said projects numbered 1–12 are in construction and numbers 13–18 were completed this year; he highlighted recent work on 950 North, Center Street, and the Lakeside Sports Park. Bowen explained the CIP phases — pre‑bid concept, surveying and easement work, design/specifications, bidding, construction and closeout with performance bonds and warranties.
Council members praised the city’s in‑house engineering capacity and asked clarifying questions about tree replacement, coordination where a street project becomes a water or storm project, and how bids are evaluated. Mayor noted the city treats its own projects like a private developer by subjecting them to the same review process. Bowen said some projects will require coordination with UDOT for larger road widenings and that a set of future projects includes multi‑agency work and road widening in the 40s on the map.
