Cleveland County reallocates millions in ARPA funds to fairgrounds, economic development and health projects

At its Jan. 13 meeting the Cleveland County Budget Board approved substantial reallocations of American Rescue Plan (ARPA) funds and related revenue to a set of county projects and partner programs. Among the largest moves, the board approved $3,893,504 shifted from ARPA Capital Outlay into multiple projects (including $1,200,000 for the NEDC Small Business Incubator and $100,000 for a Loveworks Leadership project). A subsequent allocation combined $6,400,000 from ARPA Capital Outlay with $3,662,820 in ARPA Loss Revenue to fund the Fairground project at $4,000,000 and other county infrastructure and service projects.
