Staff recommends sealed bids for drainage work after bid inconsistencies

A staff member and board members discussed drainage-district bidding practices and whether sealed bids would reduce ambiguity. "When we do this next year, I think we need to put that they're sealed bids and when they're doing our office by because, the open bids... you don't want to be reviewed them," the staff member said, urging clearer bid instructions and, in some cases, bidding the whole ditch rather than piecemeal segments.
Board members noted bid submissions vary and that what contractors bid is a maximum; one member suggested the county collect a three-year rotation record of spraying and administer work in-house if appropriate. Staff said they reached out to other counties for spreadsheets used in specifying drainage work.
