"This reorganization was 1 of the 1st tasks after I was brought on board to unify what was in existence as 2 separate HR teams," Trish Turner said in her presentation, describing a needs assessment and the creation of a unified team. She told commissioners the base‑pay analysis reflected "a variant of over $400,000 in savings," and estimated prior base pay at about $1.628 million, projecting the figure would land around $1.1–$1.2 million after hiring the final positions.
Turner described posting all new positions externally and using an interview panel of four leadership members to select candidates. Commissioners praised the transparency of the hiring process and said the change is intended to improve operational efficiency and help with the county’s broader budget challenges. The board approved the resolution by voice vote.
Next steps: staff will complete the remaining hires under the new structure and provide updates on realized salary savings and operational impacts.
