Box Elder RDA unanimously approves $30,000 Chamber contract to fund business retention, career days and scholarships

The Box Elder County Redevelopment Agency voted unanimously Oct. 22, 2025 to approve RDA Contract #25-01 with the Box Elder Chamber of Commerce, authorizing a Business Expansion and Retention program and a Business Resource Center funded with a $30,000 administrative Program Fee. Member Lee Perry moved to approve the contract, Member Tyler Vincent seconded, and the roll-call vote was recorded as unanimous.

Chamber Executive Director Monica Holdaway told the agency the chamber seeks to renew the contract to continue visits with county businesses, organize industry tours that include county commissioners and city officials, assist businesses with planning and startup requirements, organize an annual business summit, and host career days at Bear River and Box Elder High Schools. Holdaway noted the chamber will provide a dashboard branded with the county logo and a link to the county website.

Under the services agreement attached to the minutes, the RDA will pay $30,000 to the chamber, with $5,000 earmarked exclusively for scholarships for student participants in the high-school career days. The contract term begins Jan. 1, 2026, and parties are expected to coordinate renewal discussions each September/early October; payments are to be made by check to "Box Elder Chamber of Commerce." The agreement includes standard termination and breach provisions, independent-contractor language, governing law in Utah, and contact notices listing Boyd Bingham for the RDA and Monica Holdaway for the Chamber.
