Pueblo County planning amends code: data centers moved to special‑use in PuebloPlex, special‑event definition corrected

Joe Peoria, a county planner, presented text amendment TA‑26‑1 and said the draft contains two edits since the last hearing: data centers were changed from a permitted use to a special use in the PuebloPlex zone district so those projects would return to the commission, and the special event definition was corrected to match newly proposed standards for the threshold number of attendees. Peoria said the rest of the amendment remains as presented previously and offered to answer questions.
No members of the public offered opposition. Janelle Gibbons of Leeward Renewable Energy thanked planning and public works staff for working with the applicant and said the company expects to begin construction within a three‑year term, noting the project could start in late 2027 or early 2028. Planning staff explained that permits do not automatically terminate after three years but applicants must show good‑faith progress to retain approvals. The board moved to approve the amendment.
