Staff: Pro Housing designation unlocks grant pots including $2M PIP and eligibility for HAP funding

Staff described the fiscal incentives tied to a Pro Housing designation and how those funds could be used for affordable housing and infrastructure. "Those awards are up to $2,000,000 per jurisdiction," a staff member said when outlining the Pro Housing Incentive Program (PIP). Staff also noted that the State's Homeless Housing Assistance and Prevention (HAP) program is only open to designated jurisdictions in the current round.
City housing staff and partners discussed typical HAP award levels in the county and other competitive pots. "Typically, our county has been receiving around $6,000,000 every year," a staff member said when describing HAP funding flows through the Continuum of Care. Staff explained some NOFAs target predevelopment, acquisition, or other activities and that priority scoring from a designation would improve competitiveness for infrastructure and active transportation grants as well.
Staff cautioned that each grant has distinct timing and expenditure rules; some awards require multi-year spending plans and different deadlines for obligations. They said the city has experience managing multiple grant awards and intends to include proposed public comments with the city council packet to strengthen the application to HCD.
