The Cass County Planning Commission approved a variance for Jay Boreen on Jan. 12, 2026, allowing a 2,156-square-foot addition at a 69.5-foot setback from the ordinary high-water level (OHWL) of Ponto Lake on a 0.26-acre riparian parcel (PID# 32-010-3302). The motion passed 6-0. The minutes state the applicant owns an adjacent 1.7-acre parcel that must be combined with the house parcel before any building permits are issued.
The commission’s written findings cite a Shoreline Rapid Assessment Model (SRAM) score of 16 and compliance with variance criteria under Section 801.1 of the Land Use Ordinance and Minnesota Statutes Section 394.27, subd. 7. Conditions include no run-off to the lake, directing runoff to on-site retention features, inspections by Environmental Services Department (ESD) staff, and an as-built drawing after construction.
