Nobles County commissioners on Sept. 17 approved Joint Powers Agreements with the cities of Brewster and Rushmore that authorize the county to administer and regulate certain cannabis activities for those municipalities under state law.
County Attorney Braden Hoefert presented the agreement framework described as a mechanism cities can use to have Nobles County administer and enforce local cannabis regulations on their behalf.
