The Winona County Board of Commissioners approved the consent business on Feb. 24, 2026. The Board also approved use of a single-case Purchase of Service Agreement with the Southeast Regional Crisis Center, adopted an amended Katherine Frette settlement agreement, authorized development and noticing of a Request for Proposal for recycling collection services, approved 2026 solid waste hauler and facility license applications, and confirmed payment of disbursements totaling $1,147,306.60 for the period 01/14/2026–02/13/2026. The consent vote passed on a 5-0 tally.
