Winona County approves several consent items; resident raises grievances during public comment

During the Jan. 27 meeting the board approved a package of consent items that included adopting Minnesota Merit System Equal Opportunity and Affirmative Action Guidelines, approving a Kathryn Frette settlement agreement, and approving an addendum to a professional services agreement with Gwen Herbert. Those consent approvals were recorded as part of the consent agenda motion passed by the board.
Earlier in the meeting, resident Richard John Morin of 165 E. 4th St. delivered public comment regarding grievances. The board also approved an amended agenda—moved by Commissioner Josh Elsing and seconded by Commissioner Dwayne Voegeli—to shift Consent Business items 7.5 and 7.4 into General Business as items 8.01 and 8.02; that procedural motion passed 5-0.
