The Winona County Board of Commissioners elected Commissioner Chris M. Meyer as board chair during its Jan. 13, 2026 meeting following a contested set of nominations. Commissioner Dwayne Voegeli moved to nominate Meyer and, after nominations were closed, the motion electing Meyer carried 3–2 (Yes – Voegeli, Meyer, Olson; No – Ward, Elsing). The motion appears in the meeting record as: “On motion by Commissioner Voegeli and seconded by Commissioner Olson, to nominate Commissioner Meyer for Board Chair. Vote: Yes – 3; No – 2 (Ward, Elsing).”
The board also selected a vice chair in the same session. Commissioner Josh Elsing was nominated and approved as vice chair on a unanimous 5–0 vote. The transcript records the vice-chair motion and vote: “On motion by Commissioner Voegeli and seconded by Commissioner Meyer, to nominate Commissioner Elsing as Vice Chair. Vote: Yes – 5.” The newly elected chair was reflected on the meeting attestation line signed by Chris M. Meyer at the end of the minutes.
